“I found no evidence” describes the result of a search. “The claim is false” is a conclusion about the world. Moving from the first statement to the second is justified only when the search was capable of finding the evidence that should exist if the claim were true.

The useful question is not whether the search returned zero results. It is whether the missing observation was expected, detectable, retained, and inside the checked scope.

Define the claim and the search universe

Turn the proposition into something a source could answer. Replace “there is no record” with:

  • no record of what event or object
  • under which name, identifier, or variant
  • in which system or set of sources
  • for which jurisdiction and date range
  • as of which retrieval time

Then document the expected record. Who would create it? Was creation mandatory or optional? Would it be public? How long is it retained? Is the index complete for the relevant dates? Could it be sealed, removed, offline, misfiled, unindexed, or recorded under another identifier?

Without those answers, “no results” says little beyond the behavior of one query.

Separate five different outcomes

Use language that matches the evidence:

  • No evidence located: the described search found nothing responsive.
  • Insufficient evidence: some material exists, but it does not support a conclusion at the required confidence.
  • Unsupported claim: the claimant has not supplied adequate evidence and the available search did not independently support it.
  • Evidence of absence: a sufficiently sensitive and well-covered test failed to observe something that should probably have appeared.
  • Contradicted or false: reliable positive evidence conflicts with a specific factual claim, or an exhaustive test rules it out within its scope.

These are not interchangeable. A claim can be unsupported without being shown false. It can also be technically untestable with public evidence.

Ask whether the source should contain the evidence

A negative result becomes informative when four conditions are strong:

  1. Expectation: If the claim were true, this record or signal would normally exist.
  2. Coverage: The source covers the relevant population, jurisdiction, time, and record type.
  3. Detectability: The query, measurement, or inspection was capable of finding it, including reasonable variants.
  4. Integrity: The source is complete enough, retained long enough, and not subject to an unexplained gap.

For example, no entry in an explicitly complete register under a unique identifier may be meaningful for the register and date checked. No search-engine result for a common name is weak: pages can be unindexed, private, deleted, misspelled, or ranked out of view.

State the boundary. “The license did not appear in the regulator's active register under identifier X on 14 August 2026” is auditable. “This person has never been licensed anywhere” exceeds that evidence.

Measure negative evidence by expected visibility

Use a simple matrix:

This reasoning applies beyond databases. If a public event allegedly drew a large crowd in a heavily documented location, the complete absence of expected independent images may matter—but only after checking realistic coverage, timing, access, and suppression explanations. An obscure private conversation does not carry the same expectation.

Do not confuse search ranking with existence

Search engines do not enumerate the whole web. A narrow query can have few reliable results because the topic is new, obscure, phrased differently, or not well indexed. Google's own guidance says that rapidly developing topics may need time before reliable information becomes available.

Try justified variants, official systems, archives, source-language terms, and the identifiers native to the record. Record which result pages and date ranges you reviewed. Stop before the attempt expands into intrusive collection about a private person.

A Wayback Machine gap has similar limits. Crawlers miss pages because of access controls, scripts, link structure, exclusions, outages, and crawl timing. An absent capture does not prove an absent page.

Treat non-response as non-response

Failure to reply does not prove a claim is false, an account is fake, or an allegation is true. The person may not have seen the request, may decline to engage, may face legal or safety constraints, or may not owe the researcher an answer.

Record the contact method, question, deadline, and whether a response arrived. Write “no response was received by publication time.” Do not turn silence into an admission.

Likewise, deleted content can support the fact that something is no longer available at the checked URL. Without a preserved earlier version, deletion does not establish what the content said or why it disappeared.

Statistical “no effect” requires precision

In quantitative research, a result that fails a significance threshold does not automatically establish zero effect. The Cochrane Handbook warns against confusing “no evidence of an effect” with “evidence of no effect” and instructs reviewers to interpret the effect estimate, confidence interval, and certainty together.

The general lesson is transferable: ask what range of possibilities remains compatible with the observation. A wide interval or insensitive test can leave large effects unresolved. A narrow, well-designed test may support a bounded absence claim.

Do not transfer medical or statistical certainty language casually to people search. A database's blank row has no confidence interval unless its coverage and error behavior are actually known.

Search actively for contradiction

“No support found” can sometimes become “false” when positive evidence appears:

  • the original recording shows materially different words
  • an earlier image source documents another place or event
  • the authoritative record identifies a different person or status
  • a version history shows that the claimed text was added later
  • an invariant makes the proposed timeline impossible

The contradictory evidence must address the same claim. Proof that one viral caption is wrong does not prove every related allegation false.

Publish the negative result reproducibly

Include:

  • exact claim and relevant date
  • sources, jurisdictions, fields, and date ranges checked
  • queries and identifier variants used
  • known coverage, retention, and access limits
  • evidence expected if the claim were true
  • plausible explanations for non-observation
  • retrieval dates and preserved URLs
  • the narrow conclusion and confidence level

A good conclusion might read: “We found no support in the three named public registers covering 2020–2026. Because one register excludes archived and sealed records, the result does not establish that no historical record exists.”

Use false only when reliable evidence directly contradicts the precise claim or a genuinely exhaustive, appropriate test rules it out within stated limits. Otherwise, “unsupported,” “not located,” “insufficient evidence,” or “unresolved” is more accurate.
